Deurali Society realizes that the poor and disadvantaged communities (right holders) are still lacking easy access to the resource and opportunities at their locality and away. On the one hand, the right holders are becoming backward in comparision to others who are more aware, reach, leader of the communities and so called elite. The next thing lacking is to maintain transperency for the uptimun utilization of public resources and services otherwise there is possible to improper use or use by others than right holder which cause differences and injustices. For this purpose, Deurali Society makes dialogue with service agencies along with interaction between service provider and service holders. To follow the right course, such service agencies should follow the policies, directives and procedures or they should formulate new one if not already exists. The existing policies found not propoerly interpretated or if do not have it and let them to have a copy by Deurali Society. The locally rooted need are presented at local government as well as other service agencies and draw their attention so that it shall be adapted with a specific procedural matter. Ultimately, the public services shall be used properly with justice and in favor of right holders live’s improvement.
In the society, different issue arises in the time and even. For example, election may be held and the rural people shall be facilitated to raise their issues to put forward to political parties and candidates. After the election, the issue shall be put forward to the relevant agency or may need to pressurise in order to address the issue. The right holders shall be facilitated to present the issue in order with proper logic. Most of the budget is found to spend in road extention and other infra structures means. But nominal budget is sanctioned or not at all in more cases in child issue, women issue, livelihood, entreprise development for self employment, awareness raising and sensitizing the backward communities. In totality, the development is becoming disbalance. The road extension makes sence, but only the thing is import from outside, but do care about gaining by export from the community neither develop mechanism toward it. So, the people become dependent time and again.
In the course of playing this role, Deurali Society needs support from different financial resource holder agencies. We are the grassroot level organization which do not have high sounding human resources instead it is devoted on rural development favoring right holders, for those people who are facing injustice and the resource using by elite in terms of the locality. It is said that the Tehrathum district and province 1 is advance in comparision to others but it is also true that there is poverty still standing which is supposed to be the less in number. And also the backward communities are standing here on the name backwardness, reach and poor, phisically and mentally sick (differently able) or weakness, having single and widow women are also found. The vulnerable communities in terms of natural calamities are also revealed. The major issue is the almost public survices and matters are captured by so called elites. And other aspect what we see see is locally elected persons do not have knowledge and understanding on social issue which have been interpretated above. So, we, social activist have to play key role of facilitating them otherwise the vulnerable communities will again fall in backward.
As we are advocating the justice of development, the social inclusion shall be ensured at any cost. It means poorest of the poor, female by gender, Dalit and indigenious people(excluded people) than other caste in terms of socially educated means, differently able people and vulnerable community will ultimately make advance or make able to develop itself is our motto.

Enhancing the vulnerable communities capacity as well as raising the awareness, we have develop human resource and mobilize them. Similar, The servicde providers also needed to track in onto the prioritizing the vulnerable communities during service delivery. In the course of performing it, the training orientation, interaction, planning revewing, sharing, documentation, make commitment or hold MOU, joint monitoring, maintaining transperency, system and mechanism development etc, we need to hire & mobilize competent human resources and perform management means so far. So, we seek support of donor/partner agecy for financial as well as technical assistance.
