Efforts of Government of Nepal:

Child Protection Program is one of the most prioritized program by Deurali Society. The children act of Nepal defines as one who is under the age of 18 years are called children. There are more than 45% population revealed as children in Nepal. The government of Nepal has made vaccination free for the children and also the education also made free for them upto secondary level. From the last year, 2020, the day snacks is made available for the primary level (upto class 5) students by the government. Sanitary pad for the adolscent girls have been made free. The marriage under the age of 20 is child is prohibited by the nepalese law. Under the age of 14, if someone is used as labor is committed as a child labor.

Issues arises as children:

Beside these things in Nepal, there are lots of issues reveal in the society. Though the acts and rules have been issued, its proper implementation is more important in the society which is found lacking. The child nutrition, abuse of children, voilence of child right, lack of child friendly education persists. Similar, user friendly school toilet and drinking water units in school and public places, hand washing facilities are still not enough. The secure dringking water is still lacking. Child marriage is increasing which is rising as a great issue all over the Nepal. 

Context of working area:

Deurali Society is prioritizing to work on child issue focussing in Tehrathum district but is involved in networking of province no 1 level (14 districts) with likeminded NGOs. The advocacy in favor of vulnerable children is iniatially rised up. Those children who are in comfortable economic condition have sound guardian who are supportive for educate their children, afford quality means of education is supposed to be as english medium school. It is true that the english medium school are paying more attention for quality education hence the public school does not accountable. On the name of providing quality education, the children have been shifted by their guardian to the city where english medium schools are operated. Making the local government and teachers along with School management committee (SMC) and Parent Teacher Association (PTA) shall be made responsible and accountable is major issue in the public education. The combination of parents and school teacher seems enough for essuring quality education. The devotion of the teachers and paying attention of the guardians plays a key role in the course of quality education. The parents querry on teachers’ devotion in the teaching attitude towards children make more accountable hence the parents also pay attention for the children sending school regular, encourage them reading at home, treat them not to commit for misbehaviour at home and community, do not voiletion and abuse of children are the major thing. Similar, The school shall conduct campaign of enrollment of children, motivate children to spend time is better in school other than home, leaving the fearful behaviour against the children, teach children practical with education material in fun environment than the lecture method will definitely change the teaching learning attitude. The school can decrese the irregularation of children and their drop out will gradually be minimized. If both side, school and home treat children inter related behaviour than definitely the scenario would be changed. The teaching of children shall focus on arises issue like child marriage,decresing child abuse as well as voilence of child right, having quality education with motivational environment at school and home. The chidl development depends upon their participation is also equally needed.

Effort of Deurali Society:

Deurali Society makes survey to find out of guardians, teachers, students and children, local government and service agencies’ understanding on child issue. It is conducted through interactions, meetings, query of individuals etc. The self study of existing government policies, rules and regulations is undertaken and implementation so far. Then the gap of each stakeholder is almost found out. Then after next plan will be done participatorily.

Orientation and interaction for guardians and teachers are held to raise awareness and build up understanding on child perspective. The child friendly behaviour at home, school, society is enhanced and promoted. The campaign of sanitation behaviour is introduced and practiced in the school and society. The school teacher’s training for developing learning teaching materials are held. Child clubs and their network are formed at school and ward level to municipality level. The extra curricular activities in school are encouraged. The hearing of child voice is amplyfied. Pressurise against the child marriage, child abuse and voilation of child rights are conducted. Following the child act, a committee of advocating in favor of children have been formed at municipality level and ward level. Those committees and child clubs along with their networks have been trained. The local government is facilitated to formulate child policy and act as a policy like having regular meeting of child right protection committees, nominated child protection officer at municipality, establish children fund, formulate future plan and budget allocation for implementation.

The plan prepared by the child conference shall subject to the implementation and budget allocation by local government. Prepare child profile and update is one of the major thing. Facilitation municipality toward coping as a child friendly local governance is the heart of our role which insists 39+ indicators for all round development of children.

Seeking support:

Deurali Society itself does not have it own fund to conduct such program. At least, we have mobilize human resource and train them. In the course of awareness raising of stakeholders, guardians, teachers are also orientated and interaction as well as review meeting shall be held tracking the ones role is adequately performed. The small scale of infrastructure of school e.g. improvement in dringking water system, toilet and sanitation, classrooms, playgroup etc shall be funded at least at cost sharing basis. We are facilitating local government to allocate fund to operate such program but they are also asking for cost sharing basis.
